In videogames like Street Fighter and some anime and in Cosplay and other Japanese anime and video games I see a lot of the Two finger Peace hand sign
Why is this? Does it have a different meaning in Japan as does it in america like does it mean Victiory or something else.
no, it does mean that (afaik)
which is quite ironic, when one thinks about it
"ken masters" is the quintessential american ideal (in japan anyway)
the game designers probably thought that that's what we all do? i do anyway
do it a lot

a friend of mine sent some pics from japan he had taken (especially ones of some hot chicks;) and in 4 out of 5 pics of a girl, they'd be doing the peace sign O_o
quite a fun thing =P
It's the herd or lemming mentality of social engineering....once something becomes fashionable in Japan (like Engrish on T-shirts), everybody who wants to try to be somebody but also does not want to be left out of the loop will follow what others do, regardless of whether it makes sense or has anything to do with what the usage was originally intended for.
When you go to Japan, you make peace signs in pictures you take, or you are just not "with it" in the "in" crowd...that's all :D

They think it's cute & cool without really knowing what the sign means, another embarassing fact about Japanese pop culture.
As an example of English on a t-shirt, I had hell of a time when I wore a t-shirt that said "fuct" on it in NYC, got many different reactions from so many people, I was lucky that nobody tried to get into a fight w/ me.

It's not only in games, everytime you see a group of Japanese teen's on up to 30+ they all use the 2 finger peace sign. It is everywhere.
