That annoying music at intersections

That plays when the pedestrian "Walk" signal turns green. I noticed this in Osaka. Is this peculiar to that prefecture, or is it nationwide?

Is there a significance to this music? Is it to help those who are visually handicapped?

Yep, Golgo....it seems each prefecture may have their own music at the intersections, as well as possible variations of birds chirping to add some spice on different directions. They are for the visually impaired, but when you have some of them wacked out 6 or 7 way intersections, it makes me wonder how they know which way to go? :?
