Despite how large the internet is, it is still separated by regions (especially by search engines, in a sense). English pages and Japanese pages are an example. Every place that people from another country can access, you can access too. But how you get to them is different and may take more work depending on how much of the language you know and what kind of sites you can find to get you there.
