I was asking a penpal if he understood english, and this was his response.
あまり分かりません。レスは新たにお願いします!
The first part I understand... Amari wakarimasen: "I'm not very good at understanding"
But what's the second part's meaning?
"Resu ha arati ni onegai shimasu."
Please give a new response?

But what's the second part's meaning?

My guess is that you wrote something in English in your last email and he hasn't understood it and wants you to send it again in Japanese.

Wouldnt the first part be "I rarely dont understand?" - o_0

Not really... just think of it as another way to say よくわかりません。
