For the JLPT 4 you need so many Kanji (can't remember the number off hand but it's irrelevant to the question anyway). Now my query is this. Do I need to be able to write the kanji, or just recognise and read it?

You only need to be able to read the kanji. I'd recommend writing each kanji at least once or twice though, just to reinforce the shape of it in your mind.

Btw a useful site I found for JLPT 4 is:

They have a list of Kanji appearing in previous years, and even tell you what form they appeared in (kanji form, or hiragana)

Also off topic but extemely cool: also in that document, they have a list of vocab that appeared in past tests, along with the sentences they appeared in. So, this is a great source of actual examples of how these words are used, and if you can read those sentences and understand them without any trouble, you can get an idea of how ready you are for the test.

Thanks for that. I've already downloaded those documents from the MLC and they do seem very useful.
