I read that いいですね is friendly, but that いいです sounds unfriendly and/or dismissive, sort of like "leave me alone." Is that right?

What about いいですよ ? Can that form be used to say (in a friendly, positive manner) "that is certainly good"? What is its connotation?

「いいです!」or 「もう、いいです!」 can be used when you are fed up and want to say "Enough!".

It's a very loose word. What follows can give away a lot, but you're going to have to take it in contest. If it's just a simple answer to a question "いいです” it will more often than not mean "No; I'm fine; etc" .

Again connotation depends on the context, but it is used a lot to emphasize the speakers opinion of goodness or fineness. Yes, I'm telling you, this is good. Certainly I'm fine. Sure, next Wednesday is fine, no problem at all (来週の水曜日でいいですよ).
飲みたいときに飲んでいいですよ (Absolutely you are free to drink whenever you feel like it)。

It is also found in conjunction with "ne" in a more conversational sense.

This song is also really good, isn't it? この曲もいいですよね。 :-)

Don's Hopefully Helpful Keigo Tip:

Instead of 'いいです', use 'けっこうです' or 'えんりょします' when declining something like a drink from a host. If from a friend, just use 'いい' or maybe 'けっこう'. If speaking to a teacher that you are about to beg for extra credit, go for 'えんりょいたします'. :D
