As of now I have no idea what oka means.(my dictionary says hill or knoll)
And should 魔どうし be written like 魔道使 in kanji?

I think this is a word play. おかまor オカマ is a slang for gay. As he is a 魔士(魔法使いのこと?), they used this kanji, 魔 and say オカ魔. どうしcan be written 同士(pals),and 童子(child). There was a famous TV drama, 白馬童子(はくばどうじ) many years ago in Japan. They picked up 童子 from it, I guess. Actually 童子 should be pronounced どうじ but this is just a word play so they read 童子 どうし. オカ魔童子 maybe if you want to write it in kanji. I may be wrong. This is what I guess.

Indeed, although it goes a bit beyond gay. Drag queens are referred to as Okama. Is the character a particularly flamboyant one?

that okama thingie makes sense. People in the game (Chrono Trigger) mistake him for a woman, because he crossdresses.
