Sounds like a song. The first part isn't so weird.
I want to be [live] with a feeling that doesn't change.

The 2nd part is a bit more songy, and might make more sense to me if I ever listened to Japanese music. :/

hibiku means to make a noise. My wife is always telling me "sugoi hibiku yo!" when I'm playing the TV too loud. Add 'au' to a verb means that two or more parties are involved. Hanashiau (talk together), koroshiau (kill each other), etc. Toki wo Tomote, as it seems you know, is to stop time.
