Can you help me with translating a webpage/calling to Japan?

Sorry if I post this in the wrong place...anyway, I ordered something from a Japanese website on April 9th, and I haven't received it yet. I can track the package, but...it's in Japanese. Also, I'd like to call EMS to find out what is going on. I know the number for English speakers (0570-046111) but how in the world can I call? I know there's a country code and all that confusing stuff...so how would I do this?
