I'm trying to figure out what this word means, because it isn't in any of the dictionaries that I've checked, and there was even a thread by a native Japanese from 2002 where no one knew what it meant, and they assumed it was a typo. I first encountered it in a book, and I found some hits on Google for it (although a pretty low amount), so I read through a few of them, and it seems that it's either a typo or a jargon word used in economics. I'm thinking it has something to do with moving earnings from one place to another, or having a turnover in earnings, or maybe losing earnings altogether and going into debt. Anyway, here's the original sentence I encountered it in:

歴史的かなづかいがむずかしいとか、それを学習するた めに多大の時間と労力とを要するとか、その時間と労力 とを他の学習にふりむければ、わが國の文化は従來よりも更に向上するであろうから、かなづかいを発音 式にあらためるがよいというような説は、國語教育の怠 慢をかなづかいに転稼したもので、安易主義、便宜主義、に墮した愚論であ る。

And here's an example I pulled from the web:

第3-2-4図は、企業に対するアンケート調査により得られた業種別の47年度の公害防止費用を とり、こうした公害防止費用の売上高に対する比率が今 後も一定と仮定し、それがすべてコストアップとして製 品価格に転稼された場合、それぞれの製品価格が最終的にどの程度 上昇するかを産業連関表により試算したものである。

So, I got a little lazy and decided to ask for help here. Does anyone have any ideas?

I guess the first one should be転嫁

There is no such a word as 転稼 in my dictionary....Maybe a technical term??
