particle elimination

i've read somewhere that if the meaning of a sentence is understandable, particles are eliminated as even japanese themselves are sometimes confused by them.
so, can i 'reduce' 何処で食べへ行きますか to 何処食べ行きますか?

and, if i'm talking to a japanese in japanese, who knows english, and don't understand a certain sentence he says, can i ask 英語でもう一度お願いします for him to repeat in English?

どこ is usually written in kana.

The pattern is Vmasu ni Vmotion. へ doesn't work there. It should be どこへ（に）食べに行きますか. I think you can't delete either of those particles. Usually it's は, が, and を that get deleted.

I'd probably say 英語で言っていただけませんか if I were being really polite.

Onegaishimasu can be used to people of all social status and can still be considered to be good manner. If you use itadakemasuka, you have to know if he's of higher social status than you. Not only that once you start to use "humble" words, you have to continue on for the rest of the conversation. So Onegaishimasu is the better choice in most situations.

I don't have as much of a problem with へ（に） attached to the どこ being omitted but you cannot after 食べ。 Neither sound very neat in a formal sentence like the example.

レストラン 行こう？Shall we go to the restaurant ? on the other hand is common parlance and perfectly understandable.
