Short, simple sentences are often very difficult to translate as they change the meanings depending on the situation, but here's some examples (in polite form):

1. I was here
私はここにいました。（わたしはここにいました） Watashi wa koko ni imashita.
*General statement

2. Here I was
ここに私はいました。（ここにわたしはいました）　Ko ko ni watashi wa imashita.
*To emphasize "here" compared with 1.

3. Was I here
私はここにいましたか。（わたしはここにいましたか） Watashi wa koko ni imashita ka.

4. Yes, I was
はい、いました。 Hai, imashita.

5. by (Name) who wasn't here
ここにいなかった（　　）によって。 Koko ni inakatta ( ) ni yotte.
*Assuming this "by" is the one used for passive mode.
