Question: What was the name of the Politician who admitted to sex with underage girls

I was talking about this a while ago with a Japanese person but I couldn't remember the name. But a couple of months ago there was some rural politician who admitted to paying an underage girl for sex and apologized publicly and admitted he had an attraction to underage girls.
Does anybody remember this case? I couldn't find anything about it while searching Google.

三重県川越町の飯田勝祐町議（６６）が強制わいせつ容 疑で逮捕され、告訴取り下げで不起訴となった事件で、 同町議会は８日、飯田町議に対する辞職勧告決議案を可 決した。飯田町議は辞職する考えはないとしている。
示談が成立して中学生が告訴を取り下げたため、不起訴 となって同月２５日に釈放されていた。

The Kawagoe Town, Mie pref., local assenbly past a resolution urging Katsuke Iida to resign as an assenbly member, however he said he did not intend to do it.
Katsusuke Iida was arrested for child molestation and released after the out-of-court settlement on June 25.
Probably, this one.

This is one of the reason why Japan does not need liberal heads anymore, or I should say liberal people should see the reality of other more liberal countries how they treat sex/child offenders. We need to build a jail in the northen islands, senkaku or takeshima island and leave them there.

Hey thanks for that. Actually I was thinking of Comedian turned politician - Sonomama Higashi. I believe he retired from entertainment because of a scandal with an underage girl. I could be wrong though.
I don't understand how there can be an "Out-of-court" settlement regarding child molestation. Isn't child molestation a criminal act?
