And I finally found one informative site. This site shows the water pipe connection system between the two main Japanese islands, Honshu and Kyushu islands through a submarine tunnel. It is said to be used in the case of emergency.

But I can't get any information about water pipe connections among local governments. And I have no idea about the water sharing among local governments. We know that it is useless to ask government workers about this kind of information. Every Japanese knows that government workers often tell lies and often pretend to be stupid.
Instead, during the water shortage, troops of the Self-Defense Forces deliver water tank trucks to those areas. But, most of the cases, they are too little and too late.
