Is it possible to change a Tourist Visa to a WHV while in Japan?

I have a friend coming over from New Zealand.
He didnt have time to get a WHV in NZ....

I was wondering if he could change his status from a Tourist to WHV, while in Japan.

Applying for the WHV is not possible in Japan, I believe:

It is NOT possible. People must apply in their home countries. They cannot do it when they are outside their country.
