I think you need to elaborate yourself further, since the question is incomprehensible to me.
First, Urasenke is the name of a "school" of tea ceremony masters and their students and its tea ceremony style (protocol, etc.).
Tea ceremony is, as you should notice from the name, is "ceremony" and not merchandise. It is something that is "taught" and not "sold." Therefore, no tariff. :blush:
