Can someone give me informations...on public schools here in yokohama/Minami-ku area? Is there any english speaking teachers who teach in public elementary schools?

No, you cannot expect to get education in English at Japanese public schools. Foreign students are accepted but are required to assimilate into the Japanese-speaking environment and will be taught Japanese first to keep up with the native-speaking students.
Contact Minami Ward Office for information and counseling on enrolling your child in a Japanese public school.

Hope it helps.
