I mean can you use this for just about any situation requiring a presence be known?

No. The main purpose of someone "glaring" in this phrase/expression is, as epigene's said, "to make sure others stay in line" by intimidating them.

Someone may にらみを効かす to....
★ make sure his/her employees are not goofing off at work. 　
★ make sure the members of his gang wouldn't rat him out to the police.
★ make sure his students wouldn't try to cheat during the exam.
