Topsites and Bannerexchange is out of my jurisdiction. :)

i had the same problem before. i found a work around with Photoshop 6.0. instead of "Save for Web", select "Save As" then select the .GIF format > Save > Flatten Layers > Ok > Pallete: Web > Ok.
