Personal electric vehicles, scooters, bicycles etc

I am travelling to Japan in the future and I was interested in purchasing an electric scooter to provide transportation. I realize local laws may differ, but I have been unable to track down information about the legality of small electric scooters. I am talking about a scooter much like a large razer push scooter, only with an electric engine. This scooter is smaller than moped and is legal to drive on the sidewalks and bike lane here in Chicago, but not in the road as it does not carry insurance and vin.

It goes 20 mph max, I am not worried about crashing. I was hoping it might be legal if I meet bike laws codes, or get a license. What do you think?

I'm afraid there's no such category in Japan. All electric scooters need licence, insurance and VIN. Exceptions are electrically assisted pedal cycle and electric tricycle mainly for elder people(what's called "senior car"), which goes 6 kmph(3.7 mph) max.
