Question Another "please decipher this kanji that's too small for me to read" thread

    国際交流パーティー - Tokyo International Party

My Japanese professor copied us a list of the 253 most commonly-used Jouyou kanji (published by Kokken in 1976, number one is 日, number two is 一, and so forth.) Too bad the print quality is pretty crappy and I can't decipher this kanji for the life of me. Can anyone help? It's number 53 on the list, so I assume it's still pretty common. Thanks in advance.

It looks like 議, as in かいぎ (meeting).
