Tying up unruly pupils

My wife wondered why Mainichi puts up such news stories, as they seemed to be fairly common when she had been to school. She told me that at her primary school so-called unruly pupils were routinely tied to their chairs, locked in dark rooms, gagged with Scotch tape, beaten and kicked. Her female teacher considered most of her class "unruly".
