I'm 14 and intend to Exchange to Japan in a year or so, any advice on who to talk to or organizations that'll do it for free?

exchange programs are usually up to schools, I know my brother's high school did a Japan exchange program on his school last year.

Maybe homestaying?

if you are German then there is this excellent program called Vulcanus in Japan. It is for EU students only in their last year of Bs/Ms/Phd and gives you the opportunity to spend one year in Japan with accomodation paid and a mighty good grant.
