toro nagashi

Mina-san! Konnichiwa!
I was at the toro-nagashi matsuri in Moto-Hakone on July 31 (I am back to my country now, so sad...), and I wonder if the "toro-nagashi" is the same as "shoro-nagashi" (sending the spirits of ancestors back to the other world)?

Thanks a lot for your help!
