Shinto Question 1: Folk and Shrine

Hello, another question regarding religion, this time Shinto.

I know that Shintoism has four types - Imperial, Folk, Shrine, and Secterian. Imperial Shinto is restricted to the emperor, Secterian is restricted to a few million. So does that mean the rest follows Shrine and Folk adherence?
