I would suggest calling the hotel or emailing them and ask. I visited the hotel in 2005 for coffee (and to get out of the rain). I was impressed with their services. It was used as Osato Chemical's headquarters in 1967's "You Only Live Twice."

I stayed for 10 days in this hotel in 2005. Their service is really good.
I don't think I'll call with this question, but emailing is an option.

Here is the answer:
The monument you mentioned is the founder of this hotel; Mr. Yonetaro Otani who is the grand father of the present president.
There is also his small monument next to the Main Front in the lobby.
