Fake or not? Translation

    Thinking this is a fake since the Army flag has 16 rays radiating from it and mine has 17. Anyhow, what does it say?

    Thanks for the translation, MIke. Now, anyone know if it's a fake? The Army (?) flag on the left has me worried. Could be just a mistake by the person painting it.

    Probably you are thinking that there are two rays in the blue circled area, but it seems to me that the upper one is just a part of the center red circle behind the edge of the mark. It's 16 rays, I think.
