I try to search for 何とかは but I couldn't make sense of it in this sentence...
If it is 何とか + は (emphasize) then: ''She says somehow I don't catch cold''.
If 何とかは then: ''She says why I don't catch cold''.

何とか originally means "something", but it's used to represent an inappropriate word to say directly there, just like "***". (Try to search a proverb ~は風邪引かない.)
っていう means "they say~/it's said that~".
